Round-the-world UK cyclists killed in Thailand

LONDON (AP) ? A British couple's round-the-world cycling odyssey ended in tragedy when both of them were killed in a road accident in Thailand.

Peter Root and Mary Thompson, who had been chronicling their journey in a blog, died Wednesday when they were hit by a pickup truck in a province east of Bangkok, Thai police said Monday.

The couple, both 34 and from Guernsey in the Channel Islands, left Britain in July 2011 and had cycled through Europe, the Middle East, Central Asia and China.

The trip was a once-in-a-lifetime experience for the couple, who met in art school and spent six years saving money and planning their journey, Peter's father Jerry Root told the Associated Press in an interview.

"They were both inspirational," Jerry Root said. "They didn't just talk about it, they did it. I couldn't be prouder of them."

He said they were both experienced cyclists who knew the rigors and risks of extended bicycle travel.

"They were camping wild, as they called it," he said. "What helps me is to think of how happy they were with each other. They were leading the life they wanted to. It was the happiest, the most fruitful of lives."

The couple had been posting photos and details of their trip on the website Two on Four Wheels. They also had many followers on Twitter and Facebook who were tracing their journey and vicariously enjoying their adventure, which included a trip through remote parts of Central Asia.

A video they posted from that part of the journey shows them camping in the desert, riding through hills, stopping to swim in rivers and lakes, and braving heavy snowstorms. They also cycle through tense situations as armed conflict breaks out during their journey through Tajikistan.

There is also footage showing Thompson suffering a gash to her knee after an apparent collision with a truck.

The couple look tanned, joyous and relaxed ? if a bit windblown ? in the footage. It is apparent life on the road agreed with them.

"They never talked about the trip as having a destination or a deadline or a time scale," said Ben Thompson, Mary's brother. "They didn't have firm plans, they had rough ideas. They just loved people. They were always dragging people to the campfire to share a story and a beer and some food."

After Southeast Asia, the couple were planning to make their way to New Zealand for a brief respite, he said.

Thai Police Lt. Col. Supachai Luangsukcharoen said Monday that investigators found their bodies, their bicycles and their belongings scattered along a roadside, along with a pickup truck that crashed between some trees.

Supachai said the truck driver, 25-year-old Worapong Sangkhawat, was seriously injured in the crash. He told police his truck hit the cyclists as he was reaching down to pick up a cap from the vehicle's floor, Supachai said.

The driver has been released on bail and faces charges of causing death by dangerous driving, which carries a maximum penalty of 10 years in jail.

Police said the couple's bodies were being kept at a rescue unit in Chachoengsao, 20 miles (30 kilometers) east of Bangkok, until they could be repatriated.

Xstrata unit wins environmental approval for $5.9 billion Philippine mine

MANILA (Reuters) - Global miner Xstrata Plc's $5.9 billion Tampakan mine in the Philippines has been granted an environmental compliance certificate by the government, the company said on Tuesday, removing one of the hurdles delaying work on Southeast Asia's biggest copper-gold prospect.

The Tampakan project, the Philippines' single largest foreign direct investment and seen as a bellwether for overseas investors, has been held up by a 2010 ban on open-pit mining imposed by the provincial government of South Cotabato because of its harmful effects on the environment.

Governor Arthur Pingoy told Reuters there were no plans to revoke the ban, but the central government's environmental compliance certificate, or ECC, puts Xstrata a step closer to actual construction of the project if the ban is at all lifted.

The company, however, still needs at least three more local permits before construction work can begin.

"We received an official notification that the Department of Environment and Natural Resources has signed the ECC for our Tampakan mine project," Sagittarius Mines Inc, the local unit of Xstrata, said in a statement.

The Tampakan mine, predicted to have a 17-year lifespan, is expected to contain 15 million metric tons (16.5 million tons) of copper and 17.6 million ounces of gold. Australian miner Indophil Resources N.L. has a 37.5 percent interest in the project.

BAN STAYS

The ban by the South Cotabato government on open-pit mining runs counter to the national mining law, which does not restrict exploration methods.

The Philippines is estimated to sit on mineral deposits worth $850 billion and the government is keen to extract more revenues from the mining industry.

But a 2010 moratorium on new mining projects, and a strong anti-mining lobby led by the influential Catholic Church, some local government officials and environmentalists have hampered several multibillion-dollar projects.

"We have this ordinance banning open-pit mining that we consider until now as legal. Until this is declared illegal, I have to do my job to implement it," South Cotabato Governor Pingoy said by telephone.

A review of the ban is unlikely while Pingoy remains in office. Local elections are to be held in May in the Philippines, however, and that may usher in a more mining-friendly council.

REGULATORY DELAYS

Sagittarius has pushed back the target date to start production at the Tampakan mine in South Cotabato by three years to 2019 as it struggles to win regulatory approvals.

The project delay means actual mining investments between 2012 and 2016 will be short of a previous government forecast of $12 billion for the period.

Environment and Natural Resources Secretary Ramon Paje said the government had included certain conditions in the ECC granted to Sagittarius "in order to protect and mitigate possible adverse impacts of the project on the community health, welfare and the environment."

Sagittarius said it was reviewing the conditions.

Sagittarius had filed for an ECC in 2010, shortly before the local council of South Cotabato banned open-pit mining -- the extraction method the company plans to use.

Paje had previously said an ECC for the project cannot be issued while the ban was in place. But a mining council, overseen by President Benigno Aquino's office, ordered the environment department to grant Sagittarius the ECC if it had complied with all requirements.

Teen killed after sister attends Obama gun speech

The sister of one of the students who attended President Obama's speech on gun violence Friday was shot and killed while walking with a group of friends. Police say the gunfire was meant for someone else in the group. NBC's Brian Williams reports.

Police are questioning two men in the murder of an 18-year-old Chicago woman who was killed Friday in a north suburb, officials said Sunday.

Janay McFarlane was shot and killed while leaving a store in North Chicago, hours after her younger sister attended President Barack Obama?s speech on Friday addressing gun violence in Chicago.

McFarlane's mother, Angela Blakely, said McFarlane was not the intended target and that the bullet was intended for a friend she was with. Blakely said McFarlane had asked two male friends to go with her to the store because she didn't feel safe walking alone.

Two men followed McFarlane and her friends out of the store, police said, and one of them fired nine rounds, missing his target and hitting McFarlane in the head.

McFarlane's family said she talked a lot about the death of another slain teen, Hadiya Pendleton, in the days before her sister attended Obama?s Chicago speech at Hyde Park Academy High School.

McFarlane?s younger sister, 14-year-old Destini Warren, who attended the speech, recalled McFarlane saying she was, ?excited for [Destini]? to see the president.

Warren said the president?s speech ?really connected to what was going on? and she ?didn?t expect that to happen.?

Warren also did not expect the speech to relate to her so personally.

"We could go to each other for everything," she said. "We were more of best friends than we were sisters."

Blakely said McFarlane was "her little buddy."

McFarlane was a senior at the World Changers Leadership Academy and was scheduled to graduate in June. She had plans to go to culinary school.

McFarlane is survived by her sister, mother and 3-month-old son, Jayden.

Meteor injures hundreds in Russia

The BBC's Daniel Sandford says people described a ball of fire in the sky

A meteor crashing in Russia's Ural mountains has injured at least 950 people, as the shockwave blew out windows and rocked buildings.

Most of those hurt, in the Chelyabinsk region where the meteor fell, suffered cuts and bruises but at least 46 remain in hospital.

A fireball streaked through the clear morning sky, followed by loud bangs.

President Vladimir Putin said he thanked God no big fragments had fallen in populated areas.

A large meteor fragment landed in a lake near Chebarkul, a town in Chelyabinsk region.

The meteor's dramatic passing was witnessed in Yekaterinburg, 200km (125 miles) to the north, and in Kazakhstan, to the south.

One Russian politician said the event was not a meteor shower but a US weapons test, Russia's Interfax news agency reported.

Vladimir Zhirinovsky, the leader of the ultra-nationalist Liberal Democratic Party, was quoted as saying: "Meteors are falling. Those are not meteors, it is Americans testing their new weapon."

'Blinding'

Chelyabinsk's health department said 985 people had sought medical treatment, including 204 children, Interfax reported. Two people in the town of Kopeysk were in a serious condition, it added.

The governor of Chelyabinsk region, Mikhail Yurevich, was quoted elsewhere as saying 950 people had been hurt, two seriously.

Mr Putin promised "immediate" aid for people affected, saying kindergartens and schools had been damaged, and work disrupted at industrial enterprises.

Many children were at lessons when the meteor fell at around 09:20 (03:20 GMT).

Video posted online showed frightened, screaming youngsters at one Chelyabinsk school, where corridors were littered with broken glass.

Footage shows an icy lake near Chebarkul, where police say part of the meteor landed

Chelyabinsk resident Sergei Serskov told BBC News the city had felt like a "war zone" for 20 to 30 minutes.

"I was in the office when suddenly I saw a really bright flash in the window in front of me," he said.

"Then I smelt fumes. I looked out the window and saw a huge line of smoke, like you get from a plane but many times bigger."

"A few minutes later the window suddenly came open and there was a huge explosion, followed by lots of little explosions."

In Yekaterinburg, 36-year-old resident Viktor Prokofiev was driving to work when he witnessed the event.

"It was quite dark, but it suddenly became as bright as if it was day," he was quoted by Reuters as saying.

"I felt like I was blinded by headlights."

Debris also reportedly fell on the west Siberian region of Tyumen.

Governor Yurevich reported that the meteor had landed in a lake 1km outside Chebarkul, which has a population of 46,000.

A Russian army spokesman said a crater 6m (20ft) wide had been found on the shore of the lake.

Asteroid coincidence

The Russian Academy of Sciences estimates that the meteor weighed about 10 tonnes and entered the Earth's atmosphere at a speed of at least 54,000 km/h (33,000mph).

It would have shattered about 30-50km (18-32 miles) above ground, with most of the meteor burning up.

Scientists have played down suggestions that there is any link between the event in the Urals and 2012 DA14, an asteroid expected to race past the Earth on Friday at a distance of just 27,700km (17,200 miles) - the closest ever predicted for an object of that size.

Prof Alan Fitzsimmons, of the Astrophysics Research Centre at Queen's University Belfast, said there was "almost definitely" no connection.

"One reason is that 2012 DA14 is approaching Earth from the south, and this object hit in the northern hemisphere," he told BBC News.

"This is literally a cosmic coincidence, although a spectacular one."

Such meteor strikes are rare in Russia but one is thought to have devastated an area of more than 2,000 sq km (1,250m) in Siberia in 1908.

GameStop warns against next-gen console used games block ...

Internal GameStop research suggests that a significant proportion of the retailer?s most active customers would not buy a console that blocks pre-owned games.

Sony has filed for a patent on a piece of technology designed to block second-hand game sales, while Microsoft has chosen not to deny recent rumours that the next Xbox will restrict owners from playing used titles.

And speaking at the Goldman Sachs Technology and Internet Conference this week, GameStop chief financial officer Rob Lloyd warned the platform holders that any such moves to block used games would be likely to alienate potential buyers. "Consumers want the ability to play pre-owned games; they want portability in their games; they want to play physical games. And to not have those things would be a substantial reason for them to not purchase a new console,? he said, according to GameSpot.

Going on to cite in-house research, thought to be surveys of the 21 million US members of GameStop?s PowerUp Rewards loyalty program, Lloyd added: "I think it's approximately 60 per cent of the customers who have said they wouldn't buy a new console if it didn't play pre-owned games."

On the benefits and drawbacks of the used games market to the various parties it impacts, Lloyd noted: "There's two constituencies that the publishers and the console-makers? have to consider. One is the retailer like GameStop that is moving their product through the chain. The second are the development firms that actually develop the games. Developers have historically not liked the pre-owned game business because they don't participate in the revenue streams.

"The publishers really get caught in the middle. [The publisher] understands that, but also understands the importance of the pre-owned game business to the overcall ecosystem of the video game business. And so, I think that as the console makers balance those needs, they consider, 'Is this an appropriate thing to do? Would we make more money by doing this in the future?' I think what customers have told them at this point is they view it as a very unfriendly thing to do."

Obama urges Congress to make government work for "the many"

WASHINGTON (Reuters) - U.S. President Barack Obama challenged a divided Congress on Tuesday to raise the minimum wage and make government work for "the many" in a State of the Union speech focused on economic fairness for the middle class as the Democrat takes a more assertive tack in his second term.

Looking to use momentum from his re-election victory last November, Obama vowed to turn much of his attention toward economic troubles like the 7.9 percent unemployment rate, an issue that dogged his first four years as president.

While he offered few concessions to Republican demands for spending cuts, Obama backed higher taxes for the wealthy and a $50 billion spending plan to create jobs by rebuilding degraded roads and bridges.

It was the second time in a few weeks that Obama has used a major occasion to show a new, bolder side, coming after his inaugural speech in January when he offered a strong defense of gay rights and put climate change back on the agenda.

Obama on Tuesday outlined plans to withdraw 34,000 of the 66,000 U.S. troops in Afghanistan over the next year and called anew for action on immigration reform at home.

In the most emotional moment of the hour-long speech, Obama urged Congress to ban assault weapons and take other gun control measures. Victims of recent shootings like the school massacre in Newtown, Connecticut, looked on, some choking back tears.

But the central emphasis of his speech was to "build new ladders of opportunity" for the middle class.

"It is our unfinished task to make sure that this government works on behalf of the many, and not just the few," Obama told hundreds of lawmakers, Cabinet officials and dignitaries gathered before him in the well of the House of Representatives.

His address to a joint session of Congress came in the midst of yet another bitter battle with Republicans over taxes and spending, and this tussle cast a heavy shadow over his appearance.

Even as Obama spoke, House Speaker John Boehner, the top Republican in Congress, accused him of offering "little more than the same stimulus policies that have failed to fix our economy and put Americans back to work."

Boehner's comments came in a statement that was issued while Obama was still delivering his address and the speaker was sitting behind him, at times scowling. "The president had an opportunity to offer a solution tonight and he let it slip by," Boehner said in his statement.

NARROW WINDOW OF OPPORTUNITY

The clock is now ticking on Obama. He has about a year to get his legislative priorities enacted before Americans shift attention to the 2014 congressional elections.

Obama reserved his toughest words to urge a resolution to a festering budget battle that will result in automatic, deep spending cuts known as "sequestration" at the end of the month unless a deal can be reached.

Americans, he said, do not expect government to solve every problem, "but they do expect us to put the nation's interests before party. They do expect us to forge reasonable compromises where we can."

Many of his proposals may face a difficult path getting through Congress. He proposed raising the U.S. minimum wage for workers from $7.25 to $9 an hour. Republicans typically oppose increases in the minimum wage out of worry it will prompt businesses to fire workers.

Some anecdotal evidence supports their concern.

Monica Smith, 36, of Tupelo, Mississippi, said: "With us being in Mississippi, what is a $9 minimum wage going to do to small companies in Mississippi? I don't know how some of these small companies could afford it."

Obama backed a $50 billion program to fund infrastructure rebuilding projects like fixing aging bridges, but many Republicans are adamantly against such stimulative government spending after Obama's first-term $787 billion stimulus did not lead to a dramatic reversal in the unemployment rate.

"Our economy is adding jobs, but too many people still can't find full-time employment," he said. "Corporate profits have rocketed to all-time highs, but for more than a decade, wages and incomes have barely budged."

Obama said that to offset the cuts he would like to raise $800 billion in revenue by eliminating tax loopholes enjoyed mostly by the wealthiest Americans.

It is a proposal Boehner backed before he reluctantly agreed instead to higher income tax rates on the richest to avert a fiscal crisis at the end of 2012. Republicans are in no mood for more tax increases and want spending cuts instead.

Florida Senator Marco Rubio, a rising Republican star who could run for president in 2016, accused Obama of being too fond of big government.

"I hope the president will abandon his obsession with raising taxes and instead work with us to achieve real growth in our economy," Rubio said in the formal Republican response to Obama's speech.

GUN REGULATIONS

Bringing his speech to an emotional end, Obama called on Congress to vote on measures to expand background checks, prevent gun trafficking, ban assault weapons and limit the size of ammunition magazines, saying victims deserved to have their elected officials take up the proposals.

"They deserve a vote," Obama said, calling out the names of communities scarred by massacres, Newtown, Aurora, Oak Creek, Tucson, Blacksburg. "They deserve a vote."

Obama and Vice President Joe Biden have been trying to build public support for gun control after 20 children were shot in their school in Newtown, a day Obama has described as the worst of his presidency.

But they face an uphill battle against a powerful pro-gun lobby and a strong U.S. tradition of hunting and gun ownership. The right to bear arms is guaranteed to Americans in the U.S. Constitution.

Obama urged lawmakers to approve over the next few months an overhaul of immigration laws to permit a pathway to citizenship for some 11 million illegal immigrants. Republicans who saw Hispanics overwhelmingly vote for Obama over Republican challenger Mitt Romney last November are more open to new immigration rules but want stronger border security first.

In a nod to Republican worries over what they see as out-of-control government spending on entitlement programs for the elderly and poor, Obama said he would back efforts to reduce healthcare spending by the same amount over a decade as proposed by a bipartisan commission whose recommendations he had rejected.

Saying the 12 hottest years on record have taken place in the last 15, Obama issued an ultimatum to Congress on climate change. He vowed to take action to confront climate change through presidential executive orders unless Congress enacts legislation.

While heavily focused on domestic policies, Obama's speech had some crucial foreign policy elements.

He outlined steps to unwind U.S. involvement in the unpopular 11-year-old Afghanistan war but gave no details on what sort of American presence might remain after 2014 when the U.S. withdrawal is supposed to be complete.

Obama's speech came a day after North Korea conducted its third underground test of a nuclear device in response to what it called U.S. hostility.

"Provocations of the sort we saw last night will only isolate them further, as we stand by our allies, strengthen our own missile defense and lead the world in taking firm action in response to these threats," he said.

Obama said the United States would enter into negotiations with the European Union aimed at reaching a transatlantic free trade agreement.

Americans Pay Premium For Pets - Business Insider

When it comes to their pets, Americans are willing to pay a premium.?

A story by Reuters reporter Chris Taylor?highlights the new "premiumization" hitting the pet industry.?

Despite the recovering economy, the luxury pet goods industry has continuously been on the rise.

Spending on "high-end" cat and dog foods grew by 4 percent more than lower-end brands between 2007 and 2011.?The world's biggest retailer Walmart has even launched its own high-end Pure Balance pet food brand to capitalize on the growing market. ?

From vet visits to kibbles and kennels, the pet industry adds nearly $53 billion to the economy annually,?according to Reuters. That number?has gone up every year during the recession?and Arizona has been noted as?the state that spends the most?on its four-legged friends.

The surge in spending could be due to people who lack human companionship or have recently been left empty nesters, according to The Christian Post.

Regardless of the reason, it's clear that many Americans are willing to dish out extra dough to treat their dogs and cats to the finest pet products.

Pet services spending is a rising trend as well.?Luxury Pet Spa and Boutique in New Hyde Park, New York offers pets massages, airbrushing spray color, feather hair extensions and oatmeal and brown sugar facials, according to its website.

Kentucky's Noel out for season with torn ACL

LEXINGTON, Ky. (AP) ? Kentucky received the news it dreaded Wednesday when freshman forward Nerlens Noel was declared out for the season with a torn ligament in his left knee.

Noel tore his ACL on Tuesday night when No. 25 Kentucky lost at Florida. An MRI revealed the injury, and the 6-foot-10 forward will have surgery in the next two or three weeks.

The projected recovery period is six to eight months.

Noel's injury deals a serious postseason blow for the defending national champions, who had appeared to be gaining some footing after struggling earlier this season while trying to blend in four freshmen. Leading the way defensively for the Wildcats was Noel, who began Tuesday first in the nation with 4.5 blocks per game.

The rookie took a positive approach to the diagnosis, posting on Twitter, "Minor setback for a MAJOR comeback! I love you all and can't thank y'all enough for the prayers."

Noel was hurt with 8 minutes left in the Wildcats' 69-52 loss to the seventh-ranked Gators. He ran into the basket support after blocking a layup from behind. Noel landed awkwardly, dropped to the floor and started screaming while clutching his knee.

Noel had eight points, six rebounds and three blocks before the injury.

"I've been coaching for 22 years and this is the first injury we've had of this kind during the season, which makes it even more devastating," Kentucky coach John Calipari said in a statement.

"I met with Nerlens earlier today. The meeting was really positive, and I loved his attitude. The way he is already dealing with this injury lets me know that he is going to come back stronger than ever. ... Obviously this is not a career-ending injury and it's one that athletes bounce back from all the time."

The question is if Kentucky (17-7, 8-3 Southeastern Conference) can bounce back from the devastating loss.

With Noel out, 7-footer Willie Cauley-Stein now must man the post for Kentucky after spending most of the season as Noel's backup. Cauley-Stein missed four games last month after having a procedure on his left knee, an absence that meant even more minutes for Noel.

The Everett, Mass., native clearly relished the extra work, which gave him a chance to display an array of skills. Besides his shot-blocking prowess, Noel was averaging 10.6 points, 9.5 rebounds and 2.1 steals per game, with the latter two statistics both ranking 26th nationally.

He entered the game with three consecutive double-doubles and on a four-week run as the conference's top freshman. In his previous five games, Noel had blocked 26 shots.

Projected as an NBA lottery pick by some scouting services if he were to leave after the season, Noel's draft stock seemed unaffected by his injury. Several blogs still consider him a top-five selection, with others projecting him as a first-rounder.

While Kentucky has lacked a bona fide team leader, there was no doubt that the Wildcats seemed to feed off of Noel's intensity and athleticism. Calipari's wish has been for other players to display those some traits.

Now, the Wildcats have to rework the rotation without their biggest star. Kentucky's tallest player besides Cauley-Stein is 6-10 sophomore Kyle Wiltjer, whose game had recently blossomed along with Noel's.

Former Wildcats center Sam Bowie believes the injury might initially affect the team's psyche, especially with so many young players.

"His teammates will start to second-guess themselves, and that's just human nature," Bowie said. "You always say, 'We'll regroup; people have to step up and take their games to another level,' and that's been the politically correct thing to say, but realistically speaking it will affect the team mentally."

Considered the nation's top recruit last season, Noel led a four-man freshman class also including Archie Goodwin and Alex Poythress that was expected to pick up where last year's championship team left off. Noel has often been compared to national player of the year Anthony Davis because of his size and shot-blocking ability.

While Noel downplayed the comparison, he made clear his pursuit of breaking Davis' single-season school record of 186 blocks set last year. A Kentucky-record 12 blocks during an 87-74 victory at Mississippi on Jan. 29 put him slightly ahead of Davis' pace, which was set over 40 games.

More importantly, Kentucky's victory over the then-No. 16 Rebels helped re-establish its credentials as an NCAA tournament team. Their first win over a ranked opponent was part of a season-best five-game winning streak that helped put the Wildcats back in the Top 25 on Monday for the first time since falling out Dec. 3 following consecutive losses to Notre Dame and Baylor.

Tuesday's game against Florida was supposed to be another big test, but Kentucky trailed by as many as 19 points before Noel's injury. The Wildcats seemed even more shaken afterward, and their winning streak vanished.

Kentucky visits Tennessee on Saturday before returning home Wednesday against Vanderbilt, providing the Wildcats chances to sweep season series against both schools and stay in the SEC race.

Bowie believes Calipari is capable of motivating the Wildcats to overcome Noel's absence, band together as a team and return to the postseason ? suggesting that urgency sometimes brings out the best performances.

"I still feel like they'll make the tournament," Bowie said, "but whether they have a legitimate chance of making a serious run, that will be determined. With Cal as coach, and I think they have plenty of personnel, they have a chance to be one of the 65 teams invited to the tournament."

(AP) ? The tenacious wolverine, a snow-loving carnivore sometimes called the "mountain devil," could soon join the list of species threatened by climate change ? a dubious distinction putting it in the ranks of the polar bear and several other animals the government says will lose crucial habitat as temperatures rise.

Federal wildlife officials Friday proposed Endangered Species Act protections for the wolverine in the Lower 48 states. That's a step twice denied under the Bush administration, then delayed in 2010 when the Obama administration said other imperiled species had priority.

It likely means an end to trapping the animals for their fur outside Alaska.

But federal officials said they won't use the animal's status as a means to regulate greenhouse gases blamed in climate change. And other human activities ? from snowmobiling and ski resorts to timber harvest and ? would not be curtailed because they do not appear to be significant threats to wolverines, officials said.

There are an estimated 250 to 300 wolverines in the contiguous U.S., clustered in small, isolated groups primarily in the Northern Rockies of Montana, Idaho, Wyoming and Washington. Larger populations persist in Alaska and Canada.

Maxing out at 40 pounds and tough enough to stand up to grizzly bears, the animals will be no match for anticipated declines in deep mountain snows female wolverines need to establish dens and raise their young, scientists said.

In some areas, such as central Idaho, suitable habitat could disappear entirely, officials said.

Yet because those losses could take decades to unfold, federal wildlife officials said there's still time to bolster the population, including by reintroducing them to the high mountains of Colorado.

"This is a species there is still time to do something about," said Mike Thabault, ecological services director for the U.S. Fish and Wildlife Service's mountain-prairie region.

Wildlife advocates, who sued to force the government to act on the issue, said the animal's plight should be used by the Obama administration to leverage tighter restrictions on greenhouse gas emissions.

As with the polar bear, the government is sidestepping that thorny proposition with the wolverine, and said in Friday's proposal that listing the animal as threatened "will not regulate greenhouse gas emissions."

Thabault said the agency would be on tenuous scientific grounds if it tried to draw a link between specific emission sources and impacts on wolverines.

Advocates expressed disappointment, with Noah Greenwald from the Center for Biological Diversity saying the administration "should not be exempting greenhouse gas emissions from the Endangered Species Act."

A Washington, D.C., attorney, John Martin, who represented the energy industry during litigation over polar bears, said he expects no change in the administration's policy against using endangered wildlife to regulate emissions.

Friday's proposal also allows Colorado's wildlife agency to reintroduce an experimental population of wolverines that eventually could spill into neighboring portions of New Mexico and Wyoming.

It would shut down wolverine trapping in Montana, the only one of the Lower 48 states where the practice is still allowed an annual quota of five animals.

This year's trapping season was blocked by a state court order, but Montana officials hoped to restore trapping next year.

Montana Fish Wildlife and Parks spokesman Ron Aasheim said the state will review the federal proposal and had not settled on a response.

Once found throughout the Rocky Mountains and in California's Sierra Nevada mountain range, wolverines were wiped out across most of the U.S. by the 1930s due to unregulated trapping and poisoning campaigns, said Bob Inman, a wolverine researcher with the Wildlife Conservation Society.

In the decades since, they have largely recovered in the Northern Rockies but not in other parts of their historical range.

While reintroducing the animals further south might seem counterintuitive, Inman said Colorado's abundance of 14,000-foot mountains would make it well suited as a refuge for the animals as warmer temperatures set in at lower elevations.

Only one wolverine currently inhabits the state, a male that wandered down several years ago from northern Wyoming's Teton Range, about 500 miles away. Inman said Colorado has enough high-mountain territory to support up to 100 more of the animals.

"That's like a 30 percent increase in their population size," he said.

Any reintroduction into Colorado would require approval from state wildlife commissioners and the Legislature, Colorado Parks and Wildlife spokesman Randy Hampton said.

Representatives of the state's ski and agriculture industries in the past have raised concerns that bringing wolverines back could hurt their industries. Hampton said no decision has been made and it could take years to work out all the details.

Other areas where wolverines once roamed also could serve as future refuges.

Those include portions of Utah, Oregon's Cascade Range, Wyoming's Big Horn Mountains and the Sierra Nevada, said Shawn Sartorius, a biologist with the Fish and Wildlife Service based in Montana.
