(AP) ? The owners of the World Trade Center can't demand billions of dollars more in insurance money for the destruction caused by the Sept. 11 attacks, a federal judge decided Thursday.

Judge Alvin Hellerstein ruled after hearing testimony by economic experts for the trade center owners and for the airlines linked to the planes that were hijacked in the attacks. The non-jury trial was held to decide whether the owners could collect more than the nearly $5 billion they've already received toward reconstruction.

In ruling against developer Larry Silverstein and World Trade Center Properties, the judge cited state laws that bar "windfalls and double recovery on the same loss."

The judge said that though he was ruling against the trade center owners, they deserved credit for spearheading the recovery effort at the 16-acre lower Manhattan site.

"You were dealt a very severe blow," the judge said of the attack, which turned the trade center into an inferno and destroyed the twin towers. Since then, the developer's workers have labored to "create beauty out the ashes of the destruction," he added.

A spokesman for Silverstein Properties said the developer was "deeply disappointed" by the ruling and would appeal but remains committed to the ongoing construction projects on the site.

"We will not rest until we have exhausted every option to assure that the aviation industry's insurers pay their fair share toward the complete rebuilding of the World Trade Center," said the spokesman, Bud Perrone.

During the four-day proceeding, Silverstein's attorneys had insisted that the aviation companies owed at least $3.5 billion for letting hijackers board planes that destroyed three skyscrapers on Sept. 11, 2001: the prominent twin towers and 7 World Trade Center, a 47-story building that caught fire after debris from one of the jet crashes pierced its facade and collapsed hours later.

Attorney Roger Podesta, speaking for companies including United Airlines Inc., US Airways Inc., American Airlines Inc. and its parent company, AMR Corp., had argued that making aviation companies pay would amount to double compensation.

He said an $8.5 billion total recovery would be more than two and a half times the fair value of the buildings that fell.

But attorney Richard Williamson, representing World Trade Center Properties, said damages from the attacks had totaled at least $7.2 billion.

The trade center owners say it has cost more than $7 billion to replace the twin towers and more than $1 billion to replace the third trade center building that fell.

How Gamification Can Revolutionize School

Most teachers probably already use points as a measurement of student learning, but there's a key difference: so far it's used as a measure of performance. Within a gamification framework, points become a measure of progress.

In school, with every assignment and quiz, you get points as a part of a fraction. Such grades are basically telling you how you didn't measure up in your attempt. In gamification, points are points and simply add up.

In the school of the future, XP can be earned beyond just academic settings. Students will earn XP by participating in extracurriculars, by being good citizens, by showing up to class on time, and so on. Grade-wide and class-wide leaderboards would privately inform students where they stand, and quietly motivate them to earn more points.

Engagement+Assessment: Level Up

As a student amasses XP both in general as well as in specific classes and units, she then levels up in the corresponding category. It's a big motivation boost to see your level increase, and it's also a way for staff to get a rough gauge of how students are progressing. Leveling up could also come with a coin bonus.

These random bonuses could be linked to attending other school events, being on time to first period, checking out a book from the library, and so on. It would be huge for increasing student participation in whatever you wanted.

Engagement+Assessment: Badges

This is probably where the biggest switch would happen: badges would replace letter grades. Whereas achievements measure citizenship, badges measure academics and learning. Better than letter grades, badges don't measure performance in an entire class. Like XP, they don't measure performance at all, but rather progress.

If you're a slow learner, you're not given an F because you only completed one unit; you're given a badge to demonstrate the fact that you completed that unit, and currently you're working on the next unit. You're not forced to move with the rest of the class.

Better still, these badges and units are organized into trees. By completing one unit and earning the badge, you unlock two more, and you can choose your own path. In the end, most students will have completed a lot of the same units, but in very different orders, and for very different purposes.

When you turn 18, you apply to colleges not with a grade transcript and a test score, but with a collection of badges that demonstrates exactly what you've accomplished so far. No more packets to complete for graduation. You just have to pick up where you left off and earn the badges just like everyone else.

Engagement+Assessment: Teachers

No matter how awesome the gamified system is, it still comes down to teachers who create equally engaging work and who do their best to help students along the path. Gamification can work here, too. Attend meetings? XP. Consistently take roll at the beginning of class and report it? Achievements. Complete professional development? Level up.

Students and their parents can be in on giving XP to teachers, too. If a parent emails a teacher and the teacher responds in a timely and helpful manner, the parent can click something that says, "Yes, Mr. Spano responded quickly." At the end of a class or rotation, students could take surveys to evaluate their teachers, which turns into XP and coins. Teachers wouldn't be motivated by fear, but by positive reinforcement.

    Broadband company signs contracts for its new Eagle Ford shale network

    ERF Wireless has lined up several contracts with oil-and-gas operators in the Eagle Ford Shale to utilize the company's wireless broadband network.

    Broadband provider ERF Wireless Inc. has signed multi-year contracts with oil and gas clients eager to transport data over its newly completed wireless network serving the Eagle Ford Shale.

    League City, Texas-based ERF?s Energy Broadband subsidiary says it will generate $1 million in revenue in the first year of its contracts to provide fixed-site wireless and broadband services to clients working the petroleum play.

    Energy Broadband?s network provides data transport for hundreds of well sites, commercial field offices and storage facilities located throughout the Eagle Ford, which spans 14 counties south of San Antonio, officials say.

    ?These fixed-site contracts all utilize (our) recently completed South Texas wireless network resources,? ERF Chief Operating Officer Tim Maxson said in a written statement. ?This extensive wireless network is also currently providing wireless services to a significant number of active drilling rigs using our mobile broadband trailer nomadic service solution.?
